The Government of Canada launched Regulatory Reviews in Budget 2018 to modernize the regulatory system. These reviews assess current regulations and explore new approaches to foster economic growth and innovation. Led by the Treasury Board Secretariat in collaboration with federal agencies, the reviews prioritize stakeholder feedback to improve the agility, transparency, and responsiveness of regulations. The outcome is the creation of Regulatory Roadmaps, which propose legislative changes, updated policies, and support for emerging technologies. These Roadmaps aim to make Canada's regulatory system more adaptable while ensuring the protection of health, safety, and the environment.
- The first round of reviews in 2018 focused on three high-growth sectors: agri-food and aquaculture, health and biosciences, and transportation and infrastructure.
- The second round of reviews in 2019 focused on three areas: clean technology, digitalization and technology neutrality, and international standards.
- The third round of reviews in 2022 focused on two topics: blue economy and supply chains.

Natural Resources Canada (NRCan) leads the Clean Technology Targeted Regulatory Review and has been a partner in the Blue Economy Targeted Regulatory Review.
Clean Technology: Regulatory Roadmap
NRCan has been in collaboration with the Canadian Nuclear Safety Commission (CNSC), Environment and Climate Change Canada (ECCC), and Measurement Canada (MC) (an agency of Innovation, Science and Economic Development Canada), to lead the development of the Clean Technology Roadmap. The objective is to address regulatory barriers and develop new regulatory approaches to enhance clean innovation and competitiveness.
Blue Economy: Regulatory Roadmap
NRCan was one of the partners in the design of the blue economy regulatory roadmap developed by Fisheries and Oceans Canada (DFO). This roadmap is a key outcome of the Blue Economy Regulatory Review and outlines initiatives departments and agencies are committing to undertake that will enhance the ability of communities and businesses that rely on the ocean economy to grow responsibly, resulting in benefits for all Canadians.
