Michelle Llambías Meunier (Co-chair, Industry)

Michelle is currently the CEO of Propulsion Québec. Previously, she served as the Vice President of Public Affairs and Government Relations at SYRUS as well as the Vice President of Public and Corporate Affairs at the Chamber of Commerce of Metropolitan Montreal. During her tenure, she held various positions, including overseeing government relations, media relations, board of directors relations, and projects involving multiple external partners.
Throughout her career, Michelle has also worked as a Press attaché, as a researcher at Radio-Canada's radio station, and as a Communications and Media Relations Manager at the Old Brewery Mission Foundation. In addition, Michelle has previously held positions on several boards and committees including YMCA Quebec, Quartier des spectacles Partnership and the advisory committee of the Montreal Airport. She is currently a board member of the Association of Consulting Engineering Firms of Quebec.
Lionel Railton (Co-chair, Trade Unions)

Lionel is a distinguished professional whose career spans 48 years as a third-generation member of the International Union of Operating Engineers (IUOE). His journey within the IUOE is marked by a series of leadership roles and achievements, underscoring his proven track record in his field. He began his career as an operating engineer in the road building and heavy construction sectors. He was later elected to several leadership positions within the IUOE, including shop steward, business representative, district representative, trustee, recording secretary, administrator, and president. Each of these positions allowed Lionel to improve the working conditions and increase benefits for his members, reflecting his unwavering commitment to his profession.
Lionel would go on to serve as the Canadian regional director of the IUOE, overseeing 56,000 Canadian members employed across diverse sectors, including energy, construction, education, mining, healthcare, nuclear, road building, stationary engineers, and transportation. In addition, Lionel has provided oversight and support to 17 Canadian Local Unions of the IUOE, specializing in business development, government relations, governance, leadership development, and negotiation support. Outside of his professional roles, Lionel has held several board and council positions in various Canadian labour organizations. These organizations include the Canadian Apprenticeship Forum, the Canadian Building Trades Union, Canadian Labour Congress, Canadian Pipeline Advisory Council, Canadian Operating Engineers Joint Apprenticeship and Training Council, and Kamloops, Revelstoke, Okanagan and District Labour Council.
Caroline Brouillette (Environmental Non-Governmental Organizations)

Caroline is the Executive Director of Climate Action Network (CAN) Canada, the country’s farthest-reaching network of organizations working on climate and energy issues, with over 180 members from coast to coast to coast. Caroline also co-chairs the Just Transition working group at CAN International, a global network of more than 1,900 civil society organizations in over 130 countries. She joined the climate movement in 2018, when she represented Canadian youth at the G7 summit in Charlevoix and holds a Master’s in Public Policy from the Lee Kuan Yew School of the National University of Singapore.
Bea Bruske (Trade Unions)

Bea is the President of the Canadian Labour Congress, serving in this role since 2021. Bea has also prioritized the fight against climate change and has helped make significant gains to center workers in the transition to a net-zero economy. This includes the recent announcement of Bill C-50, the Canadian Sustainable Jobs Act. For more than three decades, Bea has served workers and their families as an activist, workers’ advocate, negotiator, community organizer and labour leader. Before her election as President, Bea served as Vice-President of the UFCW Canada National Council, which sets the strategic direction for the national union and its more than 250,000 members across the country.
Kaella-Marie Earle (Indigenous)

Kaella is Anishinaabe from Wiikwemkoong Unceded Territory and Aroland First Nation. She currently works at Enbridge as a licensed professional engineer with experience in storage and transmission operations and integrity of natural gas pipelines, hydraulic system design engineering for liquid pipelines, methane emissions abatement and nature-based climate solutions. Kaella-Marie serves as Vice-Chairperson of the Indigenous Advisory Committee of the Canada Energy Regulator, working with a team of First Nation, Inuit and Métis leaders across Canada to advise on strategy for the inclusion of Indigenous people in energy and the implementation of UNDRIP. She additionally serves as a board member for Waubetek Business Development Corporation, focussing on commercial loans and economic development for First Nation businesses and communities; as well as We Live Up Here, a community arts and local economic development organization.
Keith Healey (Industry)

Keith is a policy and regulatory professional with experience in energy, industrial benefits and labour market development. Within both government and private sector leadership positions, Keith has played a key role in managing benefits agreements, advancing gender equity and diversity in industrial policies and guiding regulatory and research initiatives. In addition, Keith’s work with the Government of Newfoundland and Labrador, ExxonMobil Canada, and Suncor Energy has focused on strategic investments in education and training to support workforce development as well as sustainable energy innovation.
Adam Hedayat (Industry)

Adam is an accomplished leader with extensive expertise in the energy sector. Currently, he serves on the Board of the Alberta Municipal Services Corporation, which provides insurance, electricity, natural gas, pension plans, and HR services to 265 municipalities across Alberta. Adam previously held board positions on the Balancing Pool of Alberta and has served as the Chair of Guyana Power & Light, Chair and CEO of Northstone Power, and TSE Drayton Valley Power Income Fund. In addition, he has held leadership roles at SaskPower International, TransAlta Corporation, Sea NG Corporation, and the Washington Group of Idaho in the USA.
Gavin McGarrigle (Trade Unions)

Gavin is the Western Regional Director for Unifor, Canada’s largest private sector union. He has spent decades within the labour movement and continues to lead union members in various sectors through collective bargaining negotiations, labour board and arbitration hearings, and organizing and political campaigns. Gavin has previously contributed to government advisory panels including the Climate Solutions and Clean Growth Advisory Council. He currently sits on the British Columbia Trade and Economic Security advisory panel and its Softwood Lumber Advisory Council, and as a member of the Manitoba US Trade Council.
Parand Meysami (Other Stakeholder)

Parand is a hearing commissioner for the Alberta Energy Regulator where she chairs hearing panels and conducts alternative dispute resolution processes. She has more than 25 years of experience working as an adjudicator, and in a broad range of disciplines within the energy industry including environmental assessment, project management, economic evaluations, facility design and operations, safety engineering, joint venture negotiations and financial management. She is also on the board of directors at the Canadian Council of Administrative Tribunals (CCAT), chair of CCAT Symposium, member of APEGA discipline committee, and a public member at the Canadian Judicial Council.
Austin Zacharko (Indigenous)

Austin is a business development professional specialized in developing and implementing low-carbon energy solutions. With experience across consulting, industry, charities, and government, he excels at bringing diverse groups together for effective collaboration. A proud member of the Métis Nation of Alberta, Austin is dedicated to Indigenous engagement and economic reconciliation in the energy sector. He holds a Master of Engineering in Sustainable Energy and a Bachelor of Science in Mechanical Engineering.
