How the process works

The upfront grant payment must be used towards the purchase and installation of eligible heat pump system(s) and the eligible expenses associated with its installation.

Natural Resources Canada would request repayment and take action to recover the funds if necessary.

Please ensure that you fully read and understand the program’s eligible expenses and technical criteria and conditions before applying.

STEP 1:  Ensure you meet all the eligibility criteria for the program. Gather all the documentation required to apply, to ensure your journey is as quick and easy as possible.

Before you apply, use the check your eligibility tool.

STEP 2: If you are a resident of one of these provinces or territories, you may be eligible for additional funding.
If your province/territory isn’t listed, continue to STEP 3.

Refer to your provincial/territorial program for information, including how to apply. Please do not proceed through the Canada Greener Homes portal.

STEP 3:  Log in to the Canada Greener Homes portal and apply.

You will need to use one of the following two options to apply through the portal:

  • Sign in with your Sign in Partner account
  • Sign in using your GCKey

Once you have logged in to the Canada Greener Homes portal, select "New Application for the Oil to Heat Pump Affordability program".

Information you will need to provide in your application:

  • your full name, contact information and the address of your primary residence
  • type of house (check if your house is an eligible property type)
  • proof of ownership (property tax bill, which must match the name and address on your application)
  • proof of primary residence (valid government-issued identification, such as a driver’s license. Your identification must match the name and address on your application)
  • income levels and size of household
  • your Social Insurance Number (used to verify your household income with Canada Revenue Agency). Check if your income level is eligible
  • Home heating oil fuel receipts, bills or invoices that show at least 500 litres of oil purchased over the 12 months leading up to the time of application
  • Not eligible: Heating fuels that are ineligible for this program include: natural gas, propane, coal, and wood
  • the quote(s) with all necessary eligible expenses you are requesting funding for – view the list of eligible expenses

Quotes from contractors

Manitoba applicants: You must work with a registered contractor from the pre-selected list to be eligible. Visit the OHPA Manitoba page for details.

Applicants in other provinces/territories: We recommend obtaining at least 3 quotes (to make an informed decision on price and service for your project); however, you are only required to upload the quote for the heat pump systems you select.

Quotes must include the following details:

    • applicant’s name and address
    • a description of the work that will be undertaken, including the make and model of equipment (indoor and outdoor units and furnace where applicable), and the number of heat pumps to be installed
    • the Air-Conditioning, Heating and Refrigeration Institute (AHRI) number(s) for each eligible heat pump system(s) you intend to have installed
    • amount to be paid

Eligible expenses

If additional costs are required to complete the installation of your heat pumps, provide at least one quote for each eligible expense.

Eligible expenses (if needed) can include:

  • upgrade of the electrical panel
  • oil tank removal
  • installation of an electric supplemental heating system (for example, electric furnace, baseboard heater, or boiler, etc.)
  • installation of a new electric water heater
  • installation of outdoor piping loops for ground source heat pumps

Submit all quotes

Only one grant payment will be issued per household. In many cases, homeowners will hire multiple contractors to complete different phases of the work. Ensure you provide all the relevant quotes for each contractor you intend to hire, because your grant amount will be based on this information.

Example:

  • If you intend to hire a contractor to remove your oil tank or upgrade your electrical panel and another contractor to install the eligible heat pump system, you will need to submit the quotes from each contractor.
  • If you submit only the quote for the installation of the eligible heat pump system when you apply, you will receive a payment based on that quote only.
  • You will not be able to submit other quotes later.

Hiring a contractor

Be sure the contractor will be able to install the equipment within 6 months of receiving your grant payment.

Learn the steps to take and questions to ask when hiring a contractor.

Attestation form

Make sure your contractor will agree to sign the attestation form (PDF, 65 kb), confirming that the eligible heat pumps are capable of distributing heat throughout your entire home.

Additionally, for ground source heat pumps, the contractor must attest that the installation has been completed according to the CSA C448 standard (latest version) - Design and installation of ground source heat pump systems.

STEP 4: Accept your grant amount

If you are eligible, you will receive an email confirming your eligibility. Once you accept, the grant will be validated within 5-10 business days and a cheque will be mailed to the address provided in your application.

Step 5: Complete your project within 6 months of receiving your grant payment

Once all the work has been completed and paid for, log in to the Canada Greener Homes portal to submit your final receipts and attestation form signed by your contractor.

Step 6: Complete your journey

Program officers will review your final receipts and attestation form. You may be contacted to arrange a post-payment verification visit to confirm compliance with the program’s requirements.
